Background
The FWD was created on April 11, 1986 by virtue of the Sangguniang Bayan Resolution No. 1 series of 1986 and PD 198, as amended, and the issuance of Conditional Certificate of Conformance (CCC) No. 256 dated July 7, 1986 from the Local Water Utilities Administration (LWUA) pursuant to PD 198, as amended, specifically referring to the formation of water districts as quasi-public corporations performing public service and supplying public wants.
A Supreme Court ruling with “Entry of Final Judgment on March 12, 1992 in the case of Davao City Water District, et. al vs. Civil Service Commission and Commission on Audit, GR No. 95237-38 declared all LWDs as government owned corporations subject to policies, rules and regulations of, and to the usual mandatory review and examination by above oversight agencies.
